Abbreviated as EPC (Energy Performance Contracting) abroad and called as EMC (Energy Management Contracting) at home, it is a market-based energy-saving mechanism.

Energy-saving service companies sign the service contract with energy consuming units by the way of energy management contracting. They provide such energy services as energy audits, project design, project financing, equipment procurement, construction, equipment installation and commissioning, personnel training, recognition and guarantee of energy savings , and so on.

During the contract, the energy service companies share energy efficiency with energy units. When the contract ends, all the energy efficiency and energy- saving facilities will be owned by the units.
